What does having lots of Nazi patches on a bomber jacket mean?

This guy was about 20yrs old he had a shaved head and jeans and some boots and on his bomber jacket on the bus he had like a nazi swastika, the ss bolts, the nazi eagle, what does this mean? is he racist or more?
