Why do some groups/military/etc use suicide bombers? Isn't that wasting resources?

It's the psychological effect. If you know that someone hates you so much that they'll be willing to blow themselves up if it means killing you, then your moral will plummet. You'll feel less safe. And maybe think twice about whether the war is a good idea. You want to live, after all.
