Why does General History(esp Books) state that the ViethMinh were far inferior to the French in Dien Bien Phu?

It makes Communist Vietnamese history read better if they defeated the West with sling-shots and old rusty artillery. They say they defeated the Americans, too, even though the American Army left two years earlier before they invaded the South in 1975.
