Is kinetic military action acuatlly considered hostile and attacking another nation?

whats a bunch of cruise missiles, non stop air attacks and bombing runs on a country as long as your troops are not on the ground long enough to actually hold major battles against the other side? we have plenty of marines flying in and out of libya on helicopters everyday conducting kinetic military actions, as well as B2 bombers flying over from america to libya to drop there load on Qaddafi. then theres all the planes flying over libya to shoot down anything they don't like also doing the runs on libys air-force, anti air and other targets of opportunity. thats not war right? according to the liberals and obama, so would it be fine to do to lets say canada, ireland, yemen and iran?
