Is there an inert gas that inhibits combustion of explosive materials?

i was wondering if there is any harmless inert gas that could be introduced to an enclosed area, or in the open that would prevent combustion and ignition of such materials as gunpowder or other explosive substances. such a system could be used to defeat many threats from gunmen or suicide bombers .
