Well, like you said they're watching the street, which is a lot more important than their little annoying habits. Just be nice to them. The WORSE thing you can do is make your neighbors mad over something as small as them being nosy (watchful). Angry neighbors are far more difficult to deal with than just slightly annoying neighbors, so you've got the right idea as to how to deal with them.
